Diablo 4 is a generally well-optimized game for players on all platforms, and most PCs can run the game with no problems whatsoever, even on high settings. Players with especially high-end PC gaming setups can push it even further than what's natively allowed with an official content pack.
Diablo 4 install size, though – at 40 GB, it's a beast of an update that rivals the game's own 45 GB. Unless players have a top-of-the-line system, it's not worth installing the HD assets for Diablo 4.

Natively, Diablo 4 only runs at a maximum of 1080p resolution, with the maximum allowed Texture level being "high." But with the Diablo 4 4K assets pack, the game becomes capable of running in 4K resolution with an "ultra" setting for textures.
According to the Battle.net support site, the system requirements to run Diablo 4 with HD assets and Ultra settings enabled are as follows:

The system requirements to run Diablo 4 on High at 1080p are much less intensive, and most players on PCs built in the last five years or so will have no problems.
How To Download HD 4k Textures for Diablo 4
To download the HD 4K assets for Diablo 4, players should first open their Battle.net app. The easiest way to get the HD texture pack is to include them with your initial download of Diablo 4. After the installation menu pops up, just ensure that "High-Resolution Assets" is selected along with the base game. It will recalculate the total install size, then download both at the same time.
For players who have already installed Diablo 4, navigate to the bottom left of the screen and click on the settings icon to the right of the Play button. Select "modify install" in the pop-up menu. If this appears greyed out, the game may be updating, so just wait for it to complete and try again.
This brings up a new menu that looks like the initial installation menu. On the top right of this pop-out box players should see a link that, once again, says "modify install". If the HD asset pack has not yet been installed, players should see "1 game package not selected" beneath the Game Content text box. Click Modify Install once again to be brought to the final screen.
This final menu shows the currently installed content packs for the game, and will likely be where players see Diablo 4 DLC listed in the future. For now, only two things should be here: Base Game, and High-Resolution Assets. Tick the box for the 4K upgrade, then click "Confirm." The Diablo 4 HD asset pack will start downloading, but it shouldn't prevent players from launching the game and playing on regular graphics settings while they wait for it to finish.
